Funding Source:       NSF & USAID
Title:                       Partnerships for Enhanced Engagement in Research (PEER)
Program:                 The United States Agency for International Development (USAID) is exploring new opportunities to use science and technology to meet the world’s development challenges. As part of its science and technology strategy, USAID is developing mechanisms to leverage   e the investments that other U.S. government agencies make in scientific research and training. Following the signing of a memorandum of understanding between USAID and the National Science Foundation (NSF), the two agencies implemented a pilot program to assess the potential for USAID-funded collaborative research projects. Based on the program’s success, USAID and NSF are now pleased to announce the launching of a new and broader program called Partnerships for Enhanced Engagement in Research (PEER). This competitive grants program will allow scientists in developing countries to apply for funds to support research and capacity-building activities in partnership with their NSF-funded collaborators on topics of importance to USAID. Areas in which both NSF and USAID have strong mutual interests include, but are not limited to, the following:
Food security topics such as agricultural development, fisheries, and plant genomics
Global health issues such as ecology of infectious disease, biomedical engineering, and natural/human system interactions
Climate change impacts such as water sustainability, hydrology, ocean acidification, climate process and modeling, and environmental engineering
Other development topics including disaster mitigation, biodiversity, water, and renewable energy
Deadline:                 November 30, 2011

Title:                        Basic Research to Enable Agricultural Development (BREAD)
Program:                  NSF and the Bill & Melinda Gates Foundation (BMGF) are partnering to support a new research program to be administered by NSF. The objective of the BREAD Program is to support innovative basic scientific research designed to address key constraints to smallholder agriculture in the developing world. A significant distinction between BREAD and other NSF programs is that proposals to BREAD must make a clear and well-defined connection between the outcomes of the proposed basic research and its direct relevance and potential application to agriculture in the developing world. The BREAD Program takes the activities of the Plant Genome Research Program (PGRP) to the next level by supporting a broader range of scientific research and by enabling funding to be allocated to international collaborators through subawards.

The Program's focus is on novel, transformative basic research at the proof-of-concept stage rather than its application or development. Especially encouraged are original proposals that address major constraints to the productivity of crops important to smallholder farmers, or on the development of novel and efficient production practices. Although the Program places an initial emphasis on crop improvement, it will also consider innovative basic research proposals from scientists in all fields of research in the biological and physical sciences and engineering as long as the proposed research is consistent with the Program objectives. Proposals are also expected to address project outcomes in the context of broader societal impacts, and as appropriate to the research proposed, engage international partners in scientific collaborations.

Title:                        Agriculture and Food Research Initiative Competitive Grants Program: Agriculture and Natural Resources Science for Climate Variability and Change
Program:                  The Agriculture and Natural Resources Science for Climate Variability and Change Challenge Area RFA focuses on the societal challenge to adapt agroecosystems and natural resource systems to climate variability and change and implement mitigation strategies in those systems. In the Agriculture and Natural Resources Science for Climate Variability and Change Challenge Area RFA, specific program areas are designed to achieve the long-term outcome of reducing the use of energy, nitrogen, reducing GHG emissions from practices, and water in the production of food, feed, fiber, and fuel and increase carbon sequestration. Project types supported by AFRI within this RFA include multi-function Integrated Research, Education, and/or Extension Projects and Food and Agricultural Science Enhancement (FASE) Grants.

Title:                        Research Opportunities in Space and Earth Sciences (ROSES)-Wildfires
Program:                  ROSES-11 Appendix A.35, Earth Science Applications: Wildland Fires is specifically focused on applications addressing cross-cutting and multi-disciplinary issues related to wildland fires in support of management strategies and actions, business practices, and policy analysis and decisions. Projects must span at least two of the Applied Sciences Program's applications themes, identified within.

This solicitation will initially support one-year feasibility studies of potential applications. NASA will then down-select and continue support of a subset of these applications in subsequent, three-year projects. The three-year projects will develop the application with and transition the application to a public or private organization for sustained use in decision making and services to end users.
