Title:                    Public Interest Energy Research (PIER)
Program:               The California Energy Commission Public Interest Energy Research (PIER)
Program supports public interest energy research and development that will help improve the quality of life in California by bringing environmentally safe, affordable, and reliable energy services and products to the marketplace. The PIER Program strives to conduct the most promising public interest energy research by partnering with RD&D entities such as California public universities. PIER is soliciting proposals from California public universities (i.e., University of California and California State University) for research projects that address air quality concerns to help in the timely deployment of bioenergy facilities.
The 2011 Bioenegy Action Plan finds that biomass is an abundant resource that can help the state achieve clean energy goals, but this will require aggressive actions to increase biomass use. Increasing the state’s biopower production will help California achieve the state’s waste reduction, renewable energy, and climate change goals with a sustainable and dependable
resource. Biopower has the potential to provide between 2,000 and 5,000 MW of the localized renewable capacity needed to achieve the Governor’s goals. Thus, great emphasis is being placed on expanding the use of biomass as a source of energy within California.  The focus of the attached competition is to address air quality concerns related to biopower generation.

Therefore, proposed projects must support one or more of the goals stated in Sea Grant's National Strategic Plan (2009-2013) Focus Area of Safe and Sustainable Seafood Supply: 1) a sustainable supply of safe seafood to meet public demand; 2) a healthy domestic seafood industry that produces, processes, and markets seafood responsibly and efficiently; or 3) informed consumers who understand the importance of ecosystem health and sustainable harvesting practices to the future of our domestic fisheries, who appreciate the health benefits of seafood consumption, and who understand how to evaluate the safety of the seafood products they buy.
